Account Services

The Information Network of Arkansas (INA) offers agencies the ability to set up monthly billing to frequent users of state agency services across the portal.  This service allows access for up to ten users, under one account with the ability to be billed monthly and allows access to services with multiple agencies, and only one monthly bill.  INA then disburses payments to the agencies on a monthly basis.

Monthly Billing

Monthly accounts are typically established for businesses that interact with state government frequently.  The account fees are comprised of a subscription fee, which is collected annually, and monthly invoices based on the total number of transactions for each account.  Monthly accounts are also used to track authorized users for specific services, such as electronic access to driving records or criminal records, to ensure that the end users are complying with all federal and state laws.  For example, in the case of driving records, all users of the service must be in compliance with the Driver Privacy Protection Act (DPPA) and must have a signed and approved access agreement on file.  With the State’s approval, INA manages this process which provides added security and auditing for the State.

The monthly account fee approach eliminates the need to send multiple bills to a single end user for transactions with multiple agencies.  This approach also allows authorized users to view account activity, manage multiple users on the account, code transactions in a naming convention that matches the customer’s internal billing system, and store information for future sessions to avoid duplicative data entry.  It also significantly reduces the burden of accounts receivable management for the Agency.

Across the portal, INA manages more than 6,000 monthly accounts.  Monthly billing accounts may be paid online or with payment method agreed to upon signup, such as a major credit card, automatic debit (ach debit) to an account, or a mailed invoice.  Each account may have up to 10 authorized users.  Law offices are the largest user base accessing agency services with the Secretary of State, State Police, Finance and Administration-Driver and Vehicle Services, and County Court Services.  Account holders sign agreements with INA that may include an addendum for agency specific regulations of the service to be utilized.  Disbursements to the Agency for service transactions are also remitted on a monthly basis.
