GovPay
Arkansas.gov GovPay is the State Portal's Payment Engine that was developed by INA to accept credit card (American Express, Visa, Mastercard, Discover) payments and originate electronic funds transfer (EFT or echeck) for state and local government entities. The Arkansas.gov GovPay payment engine is available for online, phone (IVR) and over-the-counter (OTC) and mobile payment processing. All financial and administrative overhead charges associated with processing payments are incurred by INA as the merchant. INA also provides connectivity of the GovPay payment engine to third party vendors to process payments if needed.
GovPay service uses advanced encryption methods to protect identity and private information of all transactions and is Payment Card Industry/Data Security Standard (PCI / DSS) compliant. In addition, INA undergoes quarterly audits of the data security standard policies.
GovPay OTC
Arkansas.gov GovPay OTC service is an over-the-counter web-based payment processing solution. Citizens or agency clerks can swipe credit cards at a clerk's station and payments are processed through the state of Arkansas' secure GovPay payment engine. With this solution, state and local government offices can also view payments through a streamlined reporting system to reconcile back office accounting systems. Payment data may also be integrated into agency systems.
The over-the-counter payment solution is provided at no upfront cost from INA and includes the first credit card swipe terminal for free. To offer this service to citizens, a personal computer, Internet Explorer 5.0 or higher, a USB port, and Internet access is required.
GovPay Mobile
Arkansas.gov GovPay Mobile utilizes that same secure payment services as GovPay. Citizens can submit secure mobile payments via any smartphone device for services that have been configured for mobile devices. Arkansas.gov’s mobile applications provide a convenient, simple, and secure option for users to access government services and are available on all smartphone operating platforms, including iPhone, Blackberry, Google Android, Windows Mobile, and Palm.

Interactive Voice Response (IVR)
IVR is a technology that allows a computer to detect voice and dual-tone multi-frequency signaling (DTMF) keypad inputs.This option provides state and local government entities the ability for their constituents to pay via phone by using a credit/debit card through the IVR phone system. Online payment processing is a requirement for IVR payments.
