The Arkansas Driver License Practice Test and In Line Online Appointment Scheduler, developed with the Information Network of Arkansas (INA), streamline operations for the Arkansas State Police (ASP), Department of Corrections (DOC), and Department of Human Services (DHS). This tool enhances efficiency by replacing paper processes, improving driver study prep, and simplifying scheduling for exams, inmate visits, and DHS fingerprinting.
The Challenge
Prior to these innovations, applicants lacked a way to practice for the written exam, and scheduling the skills test required waiting in long lines at testing centers, with no guarantee of same-day availability. The existing process created barriers for citizens, including those with language-based learning disabilities, and limited ASP’s ability to manage testing volume effectively. There was a clear need for a digital transformation that could improve accessibility, efficiency, and user experience.
Our Solution
ASP launched the Arkansas Driver License Practice Test website, mobile app, and voice app, offering practice exams in English and Spanish with audio support for accessibility. The In Line Online Appointment Scheduler was also introduced, allowing applicants to book skills test appointments online instead of waiting in line. These solutions utilize modern technologies, including Google Analytics for tracking, AI-powered chatbots for support, and seamless integration with scheduling and notification systems.

Enterprise Licensing Streamlines Business Licensing and Compliance

The Arkansas Enterprise Licensing & Permitting Initiative was established to streamline licensing processes, reduce costs, and improve efficiency for state government and licensed professionals. By consolidating all professional licensing processes onto a single digital platform, Arkansas is modernizing its approach to regulatory compliance. This initiative eliminates outdated, paper-based systems and provides a centralized portal where professionals—from electricians to tattoo artists—can apply for and renew licenses with ease.
The Challenge
Prior to this initiative, nearly 50 licensing boards and commissions in Arkansas operated independently, each using disconnected and outdated systems. Many relied on paper applications, manual reviews, and physical payments, leading to long processing times—sometimes up to three months. The inefficiencies resulted in high administrative costs, duplication of efforts, and significant delays for professionals seeking licensure.
Our Solution
To tackle these challenges, the Arkansas Department of Labor & Licensing (ADLL) adopted the Enterprise Licensing Platform (ELP), a cloud-based, multi-tenant system developed in partnership with Tyler Technologies and the Information Network of Arkansas. ELP automates the entire licensing process, from application submission to payment and digital certificate issuance, creating a single-entry point for professionals. This technology, provided at no cost to ADLL through a public-private partnership, standardizes licensing across agencies while allowing customization for each entity’s unique requirements.

Since its launch in 2021, the initiative has significantly improved efficiency and cost savings. License processing times have dropped by 85%, reducing wait times from 90 days to just five. Digital Systems Bring Speed to Criminal Background Checks

The Arkansas Criminal History Search (ARCH) and Enterprise Online Criminal Background Check System (CBC) digitize criminal history checks for individuals, businesses, and government agencies. Developed by ASP, INA, and ACIC, these systems enable fast state and FBI background checks, reducing processing times from weeks to hours or days.
The Challenge
Before the CBC and ARCH systems, Arkansas relied on paper-based processes for criminal background checks, which were slow and inefficient. Individuals or businesses had to submit paper forms, and Arkansas State Police staff manually entered data into databases, leading to significant delays in processing. The need for paper forms, manual data entry, and mailing resulted in wasted time, labor, and materials. The traditional process was not only slow but also costly, creating challenges for businesses and government agencies that needed background checks to make timely decisions.
Our Solution
The ARCH and CBC systems were developed to automate and streamline the background check process. The CBC system allows authorized entities, such as businesses and government agencies, to perform online background checks quickly. Additionally, ARCH provides public access to criminal history records for certain individuals, further increasing convenience. The system integrates with other state agencies like the Arkansas Department of Education and the Arkansas State Board of Nursing, allowing them to streamline their operations. In 2016, ARCH was launched, giving citizens the ability to perform background checks without needing written consent from the subject, which added more flexibility to the system.

Since its implementation, the CBC and ARCH systems have drastically improved efficiency, saving significant resources. The Arkansas State Police have processed over 2.5 million background checks online, cutting down on the time it takes to obtain results. The systems have also helped eliminate the need for paper and postage, resulting in significant cost savings. The processing time for a background check has been reduced from weeks to hours or a few days, making the hiring and decision-making process much faster for businesses and citizens. Notably, businesses can now perform background checks and receive results quickly, leading to faster hiring.
